Yes as to the rest, but for this part they don’t even have to go that far - the legislators openly and proudly stated it in session!  They cited a choice quote from the rep who introduced the bill in their complaint.

The convention of “saw all futures and this was the one where X happens” is a writing handwave. It says, whatever you don’t like about this it happened elsewhere and it didn’t work.

It wasn’t “ok” for Quill to make a bad decision, but Strange also has agency and clearly felt the outcome of allowing Quill to act was better than whatever happened if he stepped in.

One of terrible things about the Republicans all aping Trump is that now they all think that they could shoot someone on fifth avenue and not face any consequences.
