And yes. You can have DDH saisons it goses or wet hopped whatever.
DIPAs haven’t necessarily been dry hopped. DIPA just means it’s very hoppy and has a certain abv. (Don’t care enough look at the bjcp guidelines)
Huh? Fresh or wet doesn’t refer to whether they’re kilned or not. You can get unkilned freeze dried whole cone hops all year round. They’re not fresh or wet and no one calls them such.

Your post is almost entirely correct except the sugar added thing. Whoever told you this is totally wrong. Bottled beer is very rarely bottle conditioned and cans even less so. Very few places do it. Homebrew is very often bottle conditioned but that’s not what we’re talking about here.
Of course the rest of Canada wants it. They’re at absolutely no risk if something happens and they make tons of cash. Seems like a great deal.
