The British and Welsh did something similar with the Llangollen Canal in the late 18th century. The Chirk Tunnel took narrow boats 460 yd straight through a mountain and then over the Pontcysyllte Aqueduct (336 yards long and 126 ft high). These are still operational today and are an immersive sight of engineering.

The official report indicated a top windspeed of 28MPH for the day of the race (March 12). However, the video would appear to indicate the wind was much stronger locally as it channeled between the buildings downtown.
