That's a pretty good breakdown. But, I don't think Burris has the tapes. I think whoever killed Caspere (probably the orphans) also shot Velcoro with the riot slug and took the tapes. It was the same car watching the house and later burning in the next episode. Though not sure how they had the ammo as it was thought
