Yes, when Houston evacuated for Rita, it was a total cluster fuck. So it’s dicey at best to decide whether or not to evacuate America’s 4th largest city.

This level of flooding was unexpected and unprecedented. The decision was made not to evacuate this nursing home because it had never flooded before and wasn’t expected to. Hindsight is 20/20 of course. So glad they got them out as quickly as they did.
