He’s an off-duty officer out of his jurisdiction. He is detaining a minor for unclear reasons. He is choosing to escalate the situation rather than refer it to proper authorities. He is 100% responsible for everything that follows his decision to illegally detain a 13 year old child.
Are you looking for someone to say that forcefully detaining a 13 year old and discharging a firearm near a crowd of bystanders is the appropriate response to “being messed with”?
