You thought the diving catch was superb? That was the main "Oh, c'mon!" moment for me. Thanks for posting about this show. I've pretty much written off the "History" Channel, so I was unaware of this show until now. I just binged Season 1 and will definitely be watching the new season.
I went through the same "Where do I know him from?" when he showed up on The Knick. This role hadn't shown up on IMDB when I looked, so you might not have made the connection even if you weren't so goddam lazy ;)

I agree it's unlikely to be him, but I believe he knows something about the murders. They made a point of getting a couple of reaction shots from him during Mayor Proctor's press conference in the earlier episode.
