These are large trucks in many of those markets.  There's plenty of small, car based trucks sold in Europe and, especially, Mexico/South America.

They went heavy duty so they could skirt safety requirments that lighter duty vehicles are subject to, like airbags.  I don't necessarily have a problem with this, but it was claimed to have been done to keep costs down.  Now, it appears it was more to keep margins up.

I live in upstate NY, far from NYC, and we're suffering the same problem.  My extended family has been slowly leaving the state as their children graduate and move away to pursue opportunities in friendlier locales.  In the not to distant future, I won't have any reason to stay, and I'll flee this tax and regulation
