CAFE law requirements are partly based on the square footage between the wheels. The bigger the square footage, the less efficient the vehicle can be and still comply.

I did not specifically ask them that question, but I don't think it's a space issue. I got a good look at the underhood of the Puma diesel (I-5) and while I'm not an engineer I think there is sufficient room there (although the intake would likely be a cluster due to the short hood).
