I think you’re misreading here. She’s using a common grammatical construction where she doesn’t mean that she might have family roots in Mississippi but that while it may be true that she has roots there, she hasn’t been.
Don’t need to read up on it: I was there! You stated that “the schools [remove officers] by vote of the school administrative staff and faculty,” which is not how it works. LSC meetings and votes cannot be “organized by the principals and faculty” as you say, this is super against the rules.

That’s not true: the LSCs vote on it. There are a couple representatives from the school and community but most are parents.

I wouldn’t call St. Louis and KC major urban centers in the same class as Chicago. They’re less than 1/5 the size and don’t have the same power (institutional, business, cultural).
