Yes, there is a large library of great JRPGs on the Vita, along with other niche Japaneses games, the PSP had a similar problem, it too lacked a large library, and the Wii U also has this problem, but they all have tons of great games on them.

I think its just bias on my end on 3D cutscenes not having as much effort, you should look up some of the anime cutscenes for Tales of Graces f or the Opening to any of the Rune Factory games, they all look great, and there are many others that look just as good.
