No. It is never reasonable unless she damaged the hair in some way and it had to be cut (rats nests from hell or chemical damage). It is never an acceptable punishment. Ever.

I do know more than one family who cut a kid’s hair short because they refused to take care of it (read: kid wouldn’t wash their nasty hair). All kids involved were under 10.

Cutting a women's hair off is abuse. It something that many domestic abusers have done to their partners. I can assure you that this man was controlling. Of course kids need to be punished sometimes, but cutting off their hair is extreme.
