this is not a heat issue.

this is not happening just within Blizzard. As the article mentions a number of ActivisionBlizzard entities are effected by these incl. King, High Moon Studios (contributed a lot to Destiny 2 back when Activision and Bungie were aligned) as well as Activisions own publishing divisions. 

Blizzard might be trying to do this in a considerate way, but they are only one section of the company that is facing layoffs.

Another point is to a game player the “engine” is the functions/feel of the title in their hands - whereas to a developer the “engine” often incorporates the pipeline within the company that is used to make the game.  As you state the dev can make any number of meaningful changes to their side of the engine without
