I think what you’re saying, and feel free to correct me if I’m wrong, is that the earmark process, while flawed and corrupt, had a consensus-building aspect that was helpful to advancing big-picture legislation. So if we had to lose earmarks - and we did have to - then we needed to put a new consensus-building
