Does anyone know if the story in the DLC is considered “essential”? I don’t generally like roguelikes and am kinda peeved story content is tied to it, but if it is, I guess I have to give it a whirl.

No it’s completely because they want the subscription for updates. Otherwise they’d have an app that you can download map updates from your phone through bluetooth.
Tell her to play it without big expectations, and just mainline the main story first. Like skyrim, you can complete main story in like 30hrs reasonably. If she likes it, she can new game + all the other content.
