Those are California plates (newly issued as it starts with a 9) and the license plate frame is from a Washington dealership.  This thing came from an auction I’d bet.

Standard procedure for those pics is to turn the ignition on (if possible) and take a pic of the cluster.  My guess is that they snapped the pic as the cluster was going through its startup with a sweep of the speedometer. 

I especially love the fact that someone has already stuffed one of these up before they got through the first tank of fuel.
