At .10 it was a public safety thing. At .08 and .06 it’s a cash grab, plain and simple.

That is a good point, a habitual alcohol consumer could potentially pass the impairment test and would not be subjected to further testing.
Are they trying to measure impairment, or trying to measure BAC? They are not exactly the same thing. Habitual drinkers do seem to handle higher BAC with less impairment. BAC is easily and reliably measurable, but impairment is not quite the same.

Go price out a 10 channel DVR and look at the price difference between the framerates.
