I suspect that the “robotaxi” we saw was really just a reworking of the Model 2 prototype that Tesla cancelled a few months ago; which means that at some point it had a steering wheel and pedals. 

It still is, apparently. But it’s a bit late to the party - there are a lot of EV trucks from already established truckmakers that will preclude Tesla from taking over that market.
