I see no reason why your sources are more valid than mine. They do apply to different populations, although I don't know why it would be 1000 times more common in the US than the UK. Although the US does apparently have the highest rate of breast cancer in the world.

That's a crazy sentence. If the death penalty is an option for the adult suspects, how is three years an appropriate one for a 17 year old?

Smoking rates have fallen which can make pregnancy more difficult (for both men and women). Might be a contributing factor. Might also make it more difficult to say whether or not increasing age of marriage and so on actually has had an effect. It might have been cancelled out by less smoking, better diets (maybe) etc.

Having family visits actually makes people less likely to reoffend as well as generally being better for everyone.
