In this country (the UK), there's mandatory anonymity for the victims of sex crimes. That's a rule that doesn't exist for other crimes but I assume you would be in favour of it.
It is common practice in the media for someone other than the author of the article to write the headline (editor or deputy editor). Nowadays (and probably always), this is done to maximise attention.
