Yep! For the private matches, you can't get your friends in and then invite randos like you can with Salmon Run. If you don't have 8 friends ready to play, you work with what you have.

Can't put Splatoon 2 down, and I don't see that changing for some time. I went in pretty skeptical, as I am by no means a shooter guy. But this game is fun even when I'm getting the crap kicked out of me. Probably won't play anything else until Mario vs. Rabbids hits in a month or so.
