Nah.  States are allowed to set sentencing minimums.  Dude turned down the plea deal that was offered to him.  After his direct negligence caused this crazy amount of suffering and damage, he rolled the dice on the charges.  His fault, his gamble.

Ummm, I’ve never had water or any other liquid pool under the backseats of any of my many vehicles. Furthermore it would only need a minor amount of waterproofing/shielding to avoid any issue here.
