Actually, it was mentioned at one point in the comics that there are no family names on Naltor, Dream Girl and the White Witch’s home planet. Either it was retconned at some point or the show is ignoring it.

Plus, it was implied that she’s roughly the same age as Cat, which puts her maybe in her 50's. Not old enough to predate the Constitution.
