I think that part of the problem is that some of this stuff is building a fair bit of complexity into a game that is really aimed at more casual/kid-friendly play.

For all its “shoot everything to finish the quest” faults, the town customization is a pretty good example of a traditional AAA game letting you do more creating if you wanted. I think half my game time was spent building up the settlement.
