Just because bullets are cheaper than bombs doesn’t make the use of ground forces a cheap alternative. There are a lot more costs involved when you have a ground campaign including personnel, fuel for trucks and or helicopters, plus more bombs and rickets for CAS. It’s a technology demonstrater. It’s a test bed to see what works and what wont. They intend to build a full fledge fighter based off of this design later. It’s basically like the YF 22 and we are still waiting for their “F22" for lack of a better word

It’s the addition of 12 F22s that’s significant. There are already 1000s of US soldiers on the Korean Peninsula and in Japan.
