I mean, its a play off of “clean & sober.” Yes, at the literal sense, “green & sober” doesn’t jibe, but it means that one has given up alcohol but still consumes pot.  The reactions to too much alcohol and too much pot are FAR different, as anyone who had consumed them knows.
