I disagree, being charged with a felony would have put me in the system and likely turned me into an actual criminal. Someone leaving their car unlocked in a public place leads to curiosity. Theft is theft, but rummaging around is different. It’s also insane that it’s a felony, misdemeanor makes a lot more sense.
When I say told that it’s not acceptable, I don’t mean no punishment, but get the parents involved, rather than the court system.

Yeah, this is a little insane. Hell, at 13 I would have been (I probably was) doing similar things. Kids don’t need to be arrested, they need to be told that it’s not acceptable in polite society.
