It depends, in some municipalities they will ticket/tow for a non-street legal vehicle, under the reasoning that the vehicle got into the spot under its own power. I was ticketed at one point for parking in a spot, facing the wrong way.
The city and tow companies aren’t responsible for damage caused during the towing of illegally parked vehicles. Hell, in Queens NY, the city won’t take responsibility for towing LEGALLY parked cars.
