The nice thing here is that all of these systems are electric. Anything electrical on a car has a fuse, which can be removed to disable the system. Think you can't disable Traction Control on your newfangled car? Pull out that ABS fuse and you'll be sideways before you know it. :)

The alternator uses energy from the engine which uses fuel. Electrolysis is less than 100% efficient so that means that the alternator will use more energy to produce the hydrogen than you can extract from combusting said hydrogen. Therefore it will not work.
