If you have time to roll on throttle for the purpose of conspicuity, don't you have time to just blow the horn? It responds faster anyway (in a situation where fractions of a second can make a difference).

I'd like to answer your question with a question: twice you have referred to "cultural" factors contributing to the situation. What culture were you referring to?
