I prefer to assume that was intended, rather than taking Spielberg's 'happy precogs' ending literally.

I find it hard to imagine how anyone being held prisoner could be 'literally too dangerous to be alive'. We don't live in a comic book world. A hypothetical captured Hitler could not have pulled the stunt the Joker did to break out of prison in The Dark Knight. If not executed, he would have just grown older and died…
