I think part of the problem is that 20 years in the modern era is actually a really long time. I mean I remember DOS, ribbon printers, floppy disks, the old computer games where you had to type in commands, the commercialization of the Internet, dial-up, pay phones, etc etc. And all of that is over a 30 year period.

Actually not touching the player before getting the ball first isn't actually a rule.
