I actually don't think you need to necessarily have a lot of goals to have exciting matches. I've seen plenty of low scoring games that were still exciting to watch.
And I find it just as frustrating in other games when teams play like that. It's like the college football style (is it SEC or Big 10? I can't remember) that just rushes the ball and goes for field goals. It's ugly and boring.
