I think you hit the nail on the head by relating it to prestige drama. I have seen (and enjoyed!) multiple British shows set in the Middle Ages that incorporated black characters without comment, and none of them were what I would call prestige.

I saw Emma Stone in Cabaret last year, and while she was extremely charming, I am not particularly moved to hear her sing again.
I would argue that it’s an apples-oranges comparison because by and large, all three TV Academies have different rules for eligibility. So your comment about prestige is not really about the Emmys, it’s about what kind of television gets the most respect i.e. primetime vs. daytime.
Just to be clear, none have been Emmys that I personally won :)
