Right. The real question is whether it’s a game. Poker is a game, it includes wagering. Roulette is simply a wager.

but there’s certainly levels of skill. Roulette takes no skill. Blackjack at least takes a little skill to decide situations like doubling down or splitting, plus perhaps a bit of card counting. Poker takes a lot of skill.
