They already do. But with 100 miles of roads and spectators outnumbering the (unpaid volunteer) marshals by anywhere from 20:1 to 100+:1, actually enforcing it is difficult.

He easily could have made it to second to double off the guy breaking for third, and the runner on first knew he had no chance, so unless he turned around and headed back to first, he could have tagged him. If he does turn around, throw the ball for a 6-3 triple play.
