You can if you’re patient go through most of Ellie’s story killing very few enemies. There are some encounters where you can reach the end killing no one. 

From what I have read, no it does not but I genuinely cannot think of any other reason for them to do this in single player games. Maybe, they just saw how much goodwill they had and thought they could take advantage?

I think the second game was not a tech limitation but an increase in confidence in their story telling skills. I think to make a story this subversive require immense faith in your work and skill. It is why we rarely see it in games.
