Things don’t move that fast.

Refiners will make gas as long as there is profit in doing so. There’s no reason to believe they’ll just ignore existing demand and they’ll gradually switch to other refinables as they need to. Refining capacity will go down, but they’re not going to let it drop below what the effective demand is.
