RAM, not Dodge, could do all of that with 1500s. They don’t need to make a mid-size truck to use more modern semiconductors.
How would making smaller trucks fix their semiconductor issue? They’ll still sell all those shells when supply catches up. They’d still likely rather sell 1500s.
RAM doesn’t necessarily have excess manufacturing capacity, so they’d need to sacrifice 1500 production and the trade off would need to be justified with significant profit on a midsize truck.

Except modern minivans are also huge and not cheap. People buying CRVs aren’t buying for ego and they don’t need a minivan.
Or CAFE rules make light trucks (crossovers and trucks) more attractive for manufacturers and consumers leading to their adoption along with the benefits of their size.
The article isn’t saying EV adoption is being undermined. It’s saying the emission gains from EVs are being zeroed out by more inefficient light trucks.
