Aside from literally that one example you are referencing there have been very few fatal school bus accidents.  Federally we don’t require them on any bus over 10,000 pounds.  

School buses are designed to not need seat belts on purpose given the age range of the riders.  They are remarkably safe with very little fatal accidents annually.  

Aside from wear and tear they actually know what each card should look like, right?  This doesn’t seem like it should be that challenging given that. I mean facebook can find me in every dumb ass picture my friends post of me.
