To add to this, a lot of the preemption enabled traffic lights have surveillance cameras. IR is invisible to the naked eye but very much visible to cameras, and all of them that I have seen do save and flag preemption events in the surveillance software, usually for debugging when they don’t work with emergency

There’s no safety gear on the tractor because there should never be a situation where they are on the track with cars still driving on the track. They royally screwed up then blamed the driver.  

Yea, I think you’re on the right track with this thinking. The issue is that in conditions where the wet tire would be the best option, they would put so much mist into the air that drivers couldn’t reasonably race.

It’s not just the tractor, there was also a marshal out on track working on a stricken car when Gasly blew past him. Could have easily been a dead marshal even if the tractor wasn’t there.
