Sure, recovery vehicles should be allowed on track when there’s a safety car on track, but absolutely only if all drivers have queued behind the safety car.
My argument against this being necessary is that that is driver responsibility. Both incidents were because the driver lost control whilst attempting to keep heat in their tires.
