1st: Probably. Even after our part in bailing them out, the second they can take a chance to leave to build cheaper, they are. Plenty of people complaining about gimmicks, personally I like most of them. I admittedly haven’t played the competition (dota/lol) but I do enjoy that you need to work with them or around them and a team can come from behind with taking them.

Konami does seem to be shifting to becoming a mobile-first company that occasionally dips into big budget video games. This is happening all over in Japan, but Konami’s not publicly making the transition as smoothly as others.
