Let’s talk about the situation where the “left land hog” IS passing traffic on the right, but just not fast enough for the even hoggier left land hog behind them.

Just going slower than surrounding traffic is causing a hazard. Many people in the left lane aren’t even going the speed limit. The problem is not speeding but speed differential.
