The Post does point out that a federal court has ruled that immigration status can’t be used to deny marriage licenses, so it could be that they do in fact have an obligation to allow undocumented persons to marry.

The marriage license authorizes you to get married in the jurisdiction where is was issued...not anywhere in the world. Usually it’s limited to the county, not even the state.

I’m not sure why you even need to be a U.S. citizen to get married here. Americans get married in other countries all the time. I’m not sure how many international “destination wedding” toursists LA gets, though. 

This law has nothing to do with stopping ‘undocumented immigrants’ from getting married. Just because someone’s not in the US legally doesn’t mean they don’t have a birth certificate.

So if you are an undocumented citizen you can not be in love and get marry.
