Any actor in that role in the place of Eric Roberts would have instantly elevated that movie from weirdly mediocre to decent.

It's not a question that Blade II was better. The tone of the movies are as different as Alien and Aliens. One is more action and the other more horror. The original blade does a decent job of developing the universe, but the final battle with the Blood God is rather silly. Nomak is a greater overall villain.

Gambon had the serious strength that Dumbledore can show in spots (like the duel at the Ministry of Magic), but had none of the wise empathy and love. I remember Ed O'Neill going on In Living Color to do the Dozens. Sure he was introduced as himself, but that was TOTALLY Al Bundy.
