It was. Only difference in the GBA version is a VERY minor fix to the translation (which is oddly not made in this new version).

Out of all the games I’ve ever wanted to see a remake of, PSII is it (yeah, I know about the PS2 Ages version, doesn’t count :P). That game is a sci-fi Game of Thrones when it comes to ripping your heart out. They did a great job with what they had available, but my lord that game with modern tech would be amazing.
