Both her and Yuri, which happen to be the two characters in these pictures. This effect has been a "feature" since AoF introduced progressive damage on characters and continued into a number of KoF entries specifically with these two ladies who happen to hail from AoF.

I'm getting kind of annoyed at the inconsistency of accents among the residents of Skyrim. But then I remember that I'm playing Skyrim and I feel better.
