This is not correct. A tax credit reduces your overall tax burden. If you paid $7500 in taxes over a year, and owe nothing, yet get a $7500 EV tax credit, you will get a tax refund for $7500. So as long as you make enough money to pay taxes equal to or higher than the EV Credit, you'll get the full benefit.
