As far as Palpatine goes, yes, you’re totally right. Palpatine was a shadowy figure without much story that got retread with an origin story covering three movies and seven seasons of a TV show and then got retread again 40+ years after his original appearance. There doesn’t need to be anything more there.

I think the line is usually in regards to what’s “too real”. Ordinary people living peacefully and enjoying videogames are more likely to be dealing with suicidal ideation and self-harm than they are to be getting into high-octane gunfights.
